Which branch of government rightfully has the exclusive authority to interpret the Constitution and the laws of the United States?

Most contend that the power resides with the Supreme Court, even many conservatives.  The late Kenneth Starr once referred to the Supreme Court as a “first among equals,” and while I had great respect for him, he is simply wrong in this regard.

Historically, such an opinion has no basis in fact.
